is RMS?
Real
Estate Management Services, Inc. was founded in 1986 to provide professional
appraisal, consulting and educational services to both private and governmental
sectors. The company was founded by James G. Ramos and Joan E. Paskewich,
assessors and appraisers with experience in the fee and mass appraisal
professions; they have established reputations as real estate educators
as well.
Mr.
Ramos has been actively engaged in the appraisal business since 1971,
appraising real estate and personal property in Rhode Island, Massachusetts,
Connecticut, South Carolina, Texas, Alabama, and Florida. He is the
Past President of the Society of Professional Assessors (SPA) and the
Connecticut Association of Assessing Officers (CAAO). In addition to
serving as an instructor at the University of Connecticut Assessors
School, he is the past Chairman of the CAAO Education Committee. Mr.
Ramos possesses the professional designations of Certified Connecticut
Municipal Assessor (CCMA II) and is a professional member of the Society
of Professional Assessors (SPA). He is experienced in the appraisal
of residential, commercial, industrial, public utility and tangible
personal property and has supervised numerous revaluations in rural,
suburban and urban communities.
Ms.
Paskewich has been similarly engaged in the appraisal Business since
1977. She is the Past President of the Greater New London Area Association
of Assessors (GNLAAA) and has served for many years on the Credentials
Committee for the Society of Professional Assessors. She was President
of the Connecticut Association of Assessing Officers from 1995-1996,
and is the recipient of the 1991 CAAO Assessor of the Year award. She
received the 1994 Public Information Award from the International Association
of Assessing Officers (IAA0) for the successful revaluation program
implemented in the Town of Windham and received a IAAO Presidential
Citations in 1995 and 2000. Ms. Paskewich also recently received the
1998 IAAO Zangerle Award for publishing Northeast News, an assessment
newsletter serving over eleven states in the Northeastern United States
and Canada.
Ms.
Paskewich was appointed by the Under Secretary of the Connecticut Office
of Policy and Management to serve on the State Assessors Certification
Committee, and is the immediate Past Committee Chairman. She is also
the Past Co-Chairman of the CAAO Education Committee and has served
the CAAO as an instructor for several years. She is a nationally certified
instructor with the International Association of Assessing Officers
(IAAO), conducting classes in Connecticut, Colorado, Delaware, Rhode
Island, Mississippi, New Mexico, Ohio and Iowa. She served six consecutive
terms as the Connecticut Representative to the IAAO, and was the 1996,
1997 and 1998 IAAO McCarren award winner as International Representative
of the Year. Additionally, she was the 1998 Chairman of the Small and
Rural Jurisdiction Issues Section of the IAAO, served on the Board of
Governors for the IAAO CAMA Section, and was elected to the IAAO Executive
Board in 1998. Ms. Paskewich possesses the professional designations
of CCMA II and SPA. She is also a candidate for the CAE designation,
the highest level of certification from the IAAO.
Both
Mr. Ramos and Ms. Paskewich are certified by the State of Connecticut
as revaluation residential and commercial property appraisers, and have
obtained the highest designation as revaluation supervisors. Ms. Paskewich
is also certified as a revaluation personal property appraiser. Real
Estate Management Services Inc. is certified as a "Connecticut
Revaluation Company."
The formation of Real Estate Management Services, Inc. arose from the
demand of Connecticut municipalities dissatisfied with impersonal
work products reflective of larger, out-of-state corporations lacking
familiarity with the complexities of the State and its municipalities.
The exposure and reputations of Mr. Ramos and Ms. Paskewich, garnered
by their numerous affiliations and experience, create a unique,
client-based market, which expanded as they continued to successfully
provide relief to fellow assessors in crisis situations. These
professional services have been provided to, but are not limited
to the following Connecticut municipalities: Bristol, Groton, Bozrah,
Brooklyn, Colchester, East Hampton, Essex, Franklin, Haddam, Lisbon,
Colchester, Rocky Hill, Wallingford, Westbrook, Windham, Old Saybrook
and Sterling.
